Catherine Bourque

2016-2017

Catherine Bourque is currently a HomeCorps Attorney in the Consumer Rights Unit at Greater Boston Legal Services. She represents low-income consumers, including elders, both before and after foreclosure. Through this direct services experience, Catherine has learned many practical litigation skills and had the opportunity to develop a greater understanding of some of the financial challenges facing elders. Prior to joining Greater Boston Legal Services, Catherine worked at AARP Foundation Litigation on consumer issues including reverse mortgages, debt collection, utilities, and transportation. Catherine helped draft multiple amicus briefs and regulatory comment letters as well as helping with class action litigation in federal court.

Catherine graduated from American University Washington College of Law in May of 2014, where she was a member of the American University Business Law Review and a Research Dean’s Fellow for the Legal Rhetoric program. She interned at the Federal Deposit Insurance Corporation and the Department of Treasury. Catherine focused on public interest law in law school, building on her experience as a consumer advocate prior to attending law school.

As a 2016-2017 Borchard Fellow in Law & Aging, Catherine will work with Justice in Aging and Legal Counsel for the Elderly in Washington D.C. She will work with the two organizations specifically on public benefits and the Medicare Savings Programs. Catherine will employ a multi-prong strategy to (1) educate the aging network to protect beneficiaries, (2) combat and change underlying policies that contribute to problems with Medicare Savings Programs, and (3) to provide direct services to elders. The advocacy project will specifically focus on eligibility in Medicare Savings Programs and problems with balance billing practices.
